A group of countries meeting in Moscow this week to discuss counter measures to Europe’s controversial Emission Trading Scheme (ETS) have agreed on limited set of actions against the scheme.
However while 23 countries, including the US, Russia and China issued a joint declaration, they drew back from an official protest to the UN. Instead they would work towards intensifying their efforts for ICAO to be the body that deals with global aviation emissions rules.
